Local Urban District Governance at Work

The governing of the Municipality is the responsibility of the council composed of seven elected members. This council is assisted with the administration of local communities by the committees of six local urban districts. The local urban districts are a type of unincorporated communities within the Canadian Province of Manitoba. According to The Municipal Act, a local urban district is a locality wholly within the municipality that has at least 250 residents and a population density of at least 400 residents per square kilometer OR such other density as the minister may in a specific case consider sufficient for the type and level of services to be provided in the local urban district. In Manitoba there exists, at this time, 65 unincorporated communities that have been designated as L.U.D’s by the Urban Districts Regulation.

Roles and Responsibilities

The local urban district committees are composed of three elected members and one representative of the council of the Municipality of Lorne. The responsibilities of the local urban district committees involve the following:

  • Each of the L.U.D. committees collaborates with the municipal administration to create a service plan for its community, which is also known as a financial plan or as a budget. These plans detail the type, the level and the cost of the municipal services to be provided in their respective communities (L.U.D.).
  • The committees are involved in community planning and development, thus ensuring that local needs and concerns are addressed.
  • The local urban district committees are part of the larger municipal structure, which is responsible for the planning, the growth and the well-being of the community through the adoption of by-laws and policies. These responsibilities ensure that the local urban districts effectively serve their communities and contribute to the overall development of the region.


The former incorporated communities known as the Village of Notre-Dame-de-Lourdes and the Village of Somerset have now become the local urban district of Notre-Dame-de-Lourdes (Ward 6) and local urban district of Somerset (Ward 5).
